(d) Before issuing a renewal of any permit as provided in paragraph (c), the Building Inspector shall make a reinspection of the building structures, electrical equipment and plumbing of any mobile home park, and no such renewal shall be issued unless and until any defects or violations of law found therein have been corrected. The following words when used in this Article 135 shall, for the purpose of this Article have the following meanings ascribed to them: (a) "System" means the sanitary sewage system utilized by the City of Kenova, or any additions, extensions and improvements thereto, and future additions, extensions and improvements thereto; (b) "Act" means Chapter 16, Article 13 of the West Virginia Code of 1931, as amended. Any person who persuades, induces or entices or attempts to persuade, induce or entice any person who is an inmate or prisoner in any jail or detention facility to escape therefrom or to engage or aid in any insubordination to the authority of such jail detention facility shall be fined not more than five hundred dollars (S500.00) or be confined in jail not more than thirty days, or both.
